In 2035 Europe, the new EU ‘Climate Security Act’ masks a sinister reality: a vast surveillance state where citizens’ lives and rights are dictated by a carbon footprint score, fueling a secret data trade between governments and powerful corporations. Young Estonian lawyer and data protection activist Leena Aasma uncovers this truth after her best friend, European Parliament analyst Amir Ben-Taleb, is killed in suspicious circumstances, leaving her an encrypted file detailing the ‘GLASS HAVEN’ project – a plan to segregate ‘clean and loyal’ citizens into controlled urban districts while leaving others to chaos.

Hunted by the relentless and ideologically driven Claudine Marchand of the European Commission, Leena flees with Amir’s brother, Rafi Ben-Taleb, a former special forces soldier with a mysterious past connection to the very technology they are fighting. As they race across Europe to expose the conspiracy, navigating digital security structures and hidden locations from Tallinn data centers to Istanbul and eventually Nairobi, a complicated romance blossoms between Leena and Rafi, shadowed by the lingering question of his loyalty and the true nature of Amir’s death. Their journey culminates in Kenya, where the GLASS HAVEN pilot project is activated, forcing them into a desperate act of sabotage that triggers a massive cyber conflict.
